Rules and Regulations

  1. No public discussion (on air or in channel) of personal disputes among those in channel or patrons/representatives of PPCR, or other Internet cyberradio stations, is tolerated in any form.
  2. No intentional abuse or malicious talk which might constitute an affront to any religious, gender, racial or ethnic group, regardless of whether the target of such speech or "humor" is Pagan or Christian, gay or heterosexual, black, white, red or purple with green polka dots. If you must make jokes of such a nature, please have the courtesy to use your own religious, racial or ethnic group as the target.
  3. Managerial meetings should take place in the #ppcr-board chatroom when such meetings involve disputes between PPCR patrons/DJs.  Other business related to the station may be conducted via email, although chat is still preferable when possible.
  4. Procedures involving infractions of misconduct:
    1. The following Code Of Conduct must be adhered to by all PPCR personnel:
      • At no time may an individual allow "Personal Feelings" to interfere with their position, or decisions made within the sphere of influence of the station. Personal disputes are not to be discussed in #ppcr, but should take place in private message, if they must take place at all.
      • Information that is considered "confidential" by the PaganPaths CyberRadio Management Board (known hereafter as the PPCR board), cannot be divulged to anyone who has not been cleared by the PPCR board.
      • No member of the station's staff at any time should show gross disrespect for the other staff, station administration, or the station itself in a public manner, particularly in #ppcr or on the air.
      • There is a Zero-Tolerance policy regarding countermanding or willfully ignoring of a decision handed down by the PPCR board.
      • There are NO EXCEPTIONS to this code.
      • The rights of "Freedom Of Speech" (outlined in the 1st Amendment of the U.S. of A. Constitution) will always be defended by the network, and all entities within it confines. Broadcasters will be encouraged to bring the public what information they deem to be necessary for the good of society.
    2. Any DJ who has Op status may temporarily kick and/or ban someone who has committed a violation, as outlined in Article 4, Section (a). These temporary kicks/bans follow the following procedures, and are nullified and removed as of the next airing, notwithstanding a contrary order from the PPCR board:
      • For a first infraction, a warning should be issued.
      • For a second infraction, the offender should be kicked, but not banned.
      • For a third infraction, the offender should be kicked and placed under temporary ban. A temporary ban shall be removed the next day.
      • A log of the incident should be sent to ppcrboard@paganpaths.org, along with a brief note from the acting Op, detailing briefly why action was taken, and under what circumstances.  The managers shall keep this record on file in case there is a dispute over the decision.
      • If the situation has been serious enough to warrant a temporary ban, the Op/DJ may choose to file a formal complaint against the individual in accordance to the rules below.
    3. If a formal complaint against any individual is filed, the following procedures must be observed by all parties involved:
      • The person who has complaint against another shall file a complaint with the PPCR Board by emailing ppcrboard@paganpaths.org. This complaint MUST include a log of the incident in question, and should state all relevant facts in a concise manner.
      • Once the board has been notified of the situation, one of the managers will be assigned as liaison to the party who has issued the complaint, in order to ensure relevant details have been included.
      • A different manager shall be appointed as liaison with the accused party, and will inform them of the accusation.  This manager will provide a copy of evidence, and may collect a statement in defense, as well as any documentation which may aid in clarification of the situation, i.e., logs and so forth.
      • If the logs submitted by both involved parties do not agree with each other, a third party log must be presented as corroboration in order to determine which log(s) are reliable, and which log(s) are in error or have been tampered with.
      • Evidence of malicious log tampering with intent to cause harm to another individual shall be grounds for permanent ban/a-kick of the offender.
      • Once all evidence has been collected, the managers shall meet in the #ppcr-board chat room to discuss evidence.  Involved parties will be invited in, and may give, in turn, their own version of events. The accuser shall go first, and may be required to answer questions from the managers. When finished with the accuser, the board will similarly interview the accused. If either party interrupts the rightful speaker, or otherwise causes disruption of proceedings, the following steps shall be taken:
        1. On first offense, a warning shall be issued by a manager.
        2. On second offense, the offender may be kicked, but may return immediately, provided they refrain from causing further disturbance.
        3. On third offense, a kick and 5-minute ban shall apply. Proceedings will continue in the offenders absence.
      • Once all evidence has been examined, and all parties interviewed, the managers shall ask the parties to leave the channel while deliberations take place. These deliberations are of a private nature, and by default are not automatically disclosed to all parties.  However, if any party should feel that the decision is unfair, the logs of the proceedings may be made available to them upon request.
      • Upon completion of proceedings, the third manager will prepare a statement outlining the nature of the charges, the parties involved, and the decision reached, as well as any immediately pertinent details which it is apparent at the time must be included, and this statement shall be emailed to the parties involved.
      • Decisions made in this manner are considered final.
    4. Bans which are handed down by the PPCR Board for serious infractions of PPCR policy shall follow the following pattern:
      • DJs who are banned are unable to broadcast during the period for which they are banned, but may resume broadcast when their probationary period has expired.
      • For the first infraction, a 3 day ban shall be applied, followed by a 3 day probationary period. If another infraction of PPCR policy occurs within the probationary period, the ban is re-established in accordance with the policy for a second infraction.
      • For a second infraction, a 1 week ban is applied, followed by a 1 week probationary period.  If another infraction of PPCR policy occurs within the probationary period, the ban is re-established in accordance with the policy for a third infraction.
      • For a third infraction, a permanent ban is applied. This ban may be reviewed after 6 months. Any DJ who commits a third infraction serious enough to be brought before the PPCR Board shall be asked to resign from their commission as a PPCR DJ.
      • Infractions shall be removed from record which are one year and one day old.
  5. Opping:
    1. DJs and Admins are auto-opped. If for some reason the auto-op function is not working, any valid Op in channel is required, out of courtesy, to Op those who qualify under this Article.
    2. If there is any evidence of discrimination or personal insult resulting from wanton disregard for Section (a) of Article 4, then action will be taken, pursuant to that which is outlined in articles 1 and 2, and pursuant to evidence presented in the usual manner for such infractions.
